English Councils Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a latest study of local authorities, English councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England stated that six out of ten of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling playing fields and land to support their budgets, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

The group said that a significant number of councils seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of local leaders said they would prioritise service redesigns and utilising savings to weather growing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in southeast England announced its property management strategy included the sale of a retail complex in a local town and a community venue in another town to raise £20m over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Rises and Broader Fiscal Pressures

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of councils will need to increase local levies next April to address the growing cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures require time to achieve both improved services and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of county councils recently further found local finances being strained by the increasing figures of children and adults needing special educational assistance.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document setting out those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only one key city is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The data underscores the extent of challenges confronting local leaders across key cities in the coming year,” the report added.

“Council officials have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the study revealed.
